Justin Hartley as the Green Arrow on 'Smallville'

The CW is potentially developing a new Green Arrow pilot. First reported by EW.com, the new series will NOT include fan-favorite, Justin Hartley as the Green Arrow, instead giving Oliver Queen a whole new look — away from the Smallville series completely.

The series is reportedly close to pilot order, and is being developed by executive producer/writers Greg Berlanti (Eli Stone) and Marc Guggenheim (FlashForward), and writer Andrew Kreisberg of Fringe and Vampire Diaries.
